Celia Frank, fashion design faculty, on the popularity of turtlenecks: The Philadelphia Inquirer

Celia Frank, associate professor of fashion design, talked about the history and appeal of turtlenecks in a Dec. 7 Philadelphia Inquirer story on the popularity of this fashion staple.  “Turtlenecks give you a silhouette-enhancing look without being overly sexy,” she said of the high-necked top that got its start as a way for seamen to stay warm.
